Tamil Nadu Raj Bhavan Rejects Allegations of Delays in Clearing Assembly Bills, Cites 81% Assent Rate

The Tamil Nadu Raj Bhavan has firmly denied allegations that Governor R. N. Ravi has been delaying assent to Bills passed by the State Legislative Assembly, describing recent public statements and social media claims as “unfounded and factually incorrect.” In an official release issued on November 7, the Raj Bhavan said that a clear examination of records disproves accusations that the Governor’s actions were obstructing legislative functioning or undermining public interest.

According to the statement, as of October 31, 81 percent of the Bills sent to the Governor had already received assent. It further noted that 95 of the Bills cleared were approved within a three-month period. The Raj Bhavan also emphasised that 13 percent of the Bills had been reserved for the consideration of the President of India, with 60 percent of those reservations made on the recommendation of the Tamil Nadu government itself.

The remaining Bills, which were received in the final week of October 2025, were still under consideration at the time of the release. The Raj Bhavan maintained that these figures collectively demonstrate that claims of deliberate delay do not withstand scrutiny. It added that when the Governor returned certain Bills to the Assembly, and the House subsequently passed those Bills again, they were duly given assent.

The statement clarified that ten Bills had been withheld by the Governor, and his decision had been communicated to the state government. However, when those same Bills were reintroduced and passed again by the Assembly, they were reserved for the President’s consideration because they were found to conflict with University Grants Commission (UGC) regulations established under an Act of Parliament. According to the Raj Bhavan, these Bills were therefore beyond the legislative competence of the state and required Presidential review.

The Governor, the release said, examines each Bill with “due diligence” to uphold constitutional principles and protect the interests of Tamil Nadu’s residents. It asserted that his role is guided solely by the Constitution of India and not by political considerations. The Governor, it added, remains committed to fairness, transparency and respect for democratic processes, and is obligated to ensure that any legislation passed by the Assembly conforms to constitutional norms.

The Raj Bhavan further sought to underline Governor Ravi’s respect for Tamil Nadu’s cultural, linguistic and spiritual heritage. It stated that he has consistently supported initiatives promoting Tamil culture, art and literature, and that his conduct reflects a deep regard for the people of the state. His work, it said, continues within the constitutional framework and aims at safeguarding both governance standards and legislative propriety.

The response from Raj Bhavan comes amid ongoing tensions between the state government and the Governor over issues related to legislative assent, university appointments and administrative oversight—areas that have repeatedly generated friction in recent years. The latest clarification aims to counter public perceptions of deadlock and to assert that the Governor’s handling of Bills has adhered strictly to constitutional requirements.
