Rajasthan IAS Officer Files FIR Against Husband Alleging Abuse, Illegal Confinement, and Surveillance

A Rajasthan IAS officer, Bharti Dixit, has lodged a detailed FIR accusing her husband, fellow IAS officer Ashish Modi, of sustained domestic abuse, physical assault, illegal confinement, intimidation, and unauthorised surveillance. The case has raised serious concerns within the state bureaucracy, as both individuals hold senior administrative positions in the Rajasthan cadre.

Dixit currently serves as a joint secretary in the state finance department, while Modi is posted as director in the social justice and empowerment department. Both belong to the 2014 batch of the Rajasthan IAS cadre. In her FIR, filed on November 7 at the SMS Hospital police station in Jaipur, Dixit outlines a pattern of harassment and violence that she claims has persisted for years.

According to her statement, Modi coerced her into marriage by exploiting her emotional vulnerability during her father’s cancer treatment. She alleged that he misrepresented crucial facts about himself before the marriage and later subjected her to frequent physical and mental harassment. The FIR states that Modi regularly consumed alcohol, maintained links with criminal elements, and became violent when she questioned his behaviour.

Dixit told police that the abuse worsened after the birth of their daughter in 2018. The situation reportedly deteriorated to the extent that she was forced to leave Jaipur temporarily for her safety. She later returned to the city after her maternity leave concluded.

A key allegation in the FIR concerns an incident in which Dixit claims she was abducted by her husband and his associates in a government vehicle. She stated that she was illegally confined for several hours and threatened with death if she refused to consent to a divorce. She further said she was held at gunpoint and forced to mislead her father during a phone call to prevent him from raising alarm.

Dixit also accused her husband of spying on her by installing a hidden camera in her room. She alleged that he linked her mobile phone to other devices to gain access to confidential government documents, effectively misusing his official position for personal and potentially criminal purposes. The complaint names two of Modi’s alleged associates, Surendra Vishnoi and Ashish Sharma, whom she accused of assisting in the threats, abduction, and illegal confinement.

Given the gravity of the allegations, Dixit has requested immediate police protection for herself and her family. A police official confirmed that the case has been registered under appropriate sections of the Bharatiya Nyaya Sanhita (BNS) and the Information Technology Act. The investigation is underway, and authorities are examining the claims related to physical violence, surveillance, misuse of government machinery, and criminal intimidation.

The case has brought to light serious concerns about abuse of power and personal safety within the administrative ranks, and further action will depend on the outcome of the ongoing inquiry and evidence gathered by the investigating agencies.
