NIMASA Pushes for Stronger Port State Control to Boost Maritime Safety

The Director-General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr. Dayo Mobereola, has stressed that effective Port State Control (PSC) is a crucial tool for ensuring global maritime safety and upholding environmental standards.

Dr. Mobereola made the remarks during a five-day Regional Train-the-Trainer Workshop on PSC for member states of the Abuja Memorandum of Understanding (MoU), supported by the International Maritime Organization (IMO). He emphasized that the success of PSC largely depends on the expertise of the professionals implementing it.

Represented at the event by Executive Director of Operations, Engr. Fatai Taiye Adeyemi, the DG described the workshop as a demonstration of Africa’s shared commitment to safer, cleaner, and more efficient shipping. “Your presence here reflects our collective resolve to strengthen maritime governance, improve safety standards, and protect the environment across West and Central Africa,” he said.

Dr. Mobereola also commended the IMO, the Abuja MoU Secretariat, and technical partners for their continuous support in capacity-building, regional cooperation, and the promotion of maritime safety in Africa.

Captain Ahmed Sewelam, representing the IMO, reaffirmed the organization’s commitment to helping member states enhance their PSC frameworks through technical cooperation. “Effective regional cooperation and harmonized PSC practices are essential to eliminate substandard shipping and ensure consistency across the region,” he noted. The workshop, he added, provides a platform for delegates to discuss inspection procedures, reporting, and strategies to improve PSC performance.

Captain Sunday Umoren, Secretary-General of the Abuja MoU, highlighted that capacity building is a top priority for the MoU. He explained that strong flag state control directly impacts PSC quality, stressing the importance of robust national systems. “We must continue to build capacity, strengthen cooperation, and share experiences to maintain high standards of maritime safety and compliance,” he said.

The workshop marks another milestone in NIMASA’s ongoing efforts to enhance maritime safety, promote environmental protection, and reinforce Nigeria’s leadership in regional maritime development.
