
Anambra State Governor, Prof. Chukwuma Charles Soludo, has presented a ₦757.88 billion budget proposal to the State House of Assembly for the 2026 fiscal year, with education receiving the largest share—46.7%.
The appropriation bill, titled “Changing Gears 3.0: Solution Continues,” represents a significant rise from the ₦606.99 billion budget for 2025. Soludo arrived the Assembly chamber at noon and began his presentation at 12:22 p.m. after introductory remarks by Speaker Somtochukwu Udeze.
The governor said the 2026 plan deepens his administration’s commitment to accelerated development across all sectors.
“In 2026, we intend to focus even more intensely and intentionally on the full execution of our multi-faceted agenda. Solution Continues—and in the second term, we will shift to Gear 4 for speedy acceleration toward Anambra’s ADTS vision,” Soludo stated.
He explained that the budget size reflects a 24.1% increase over the 2025 estimate, driven by an emphasis on improved implementation and delivery.
Budget Breakdown
- Recurrent expenditure: ₦162.6bn (16.6% year-on-year increase)
- Capital expenditure: ₦595.3bn (26.3% increase)
- Capital spending share: 79%
- Recurrent spending share: 21%
Soludo noted that the dominance of capital spending underscores his administration’s heavy investment in infrastructure and human capital development.
The proposed deficit stands at ₦225.7 billion (29.8% of the total budget), to be financed through a combination of expected privatisation proceeds, improved internally generated revenue, and concessionary borrowing for commercially viable projects.
The appropriation bill passed first reading yesterday, with the second reading slated for today.
Earlier, Speaker Udeze praised the governor’s developmental achievements and pledged the Assembly’s continued partnership.
However, a mild drama played out shortly before Soludo’s arrival when lawmakers ordered out their suspended colleague, Bernard Udemezue (Ayamelum), sparking a brief rowdy session.
