
Washington, D.C., November 28, 2025 – U.S. President Donald Trump has announced plans to cancel all executive orders issued under former President Joe Biden that he claims were signed using an autopen, a machine that replicates signatures. Trump asserted that 92 percent of Biden’s orders were illegitimate, though legal experts say the claim is unfounded.
In a Truth Social post on Friday, Trump said: “Any document signed by Sleepy Joe Biden with the Autopen, which was approximately 92% of them, is hereby terminated, and of no further force or effect.”
Background and Trump’s Claims
Trump has repeatedly questioned Biden’s ability to govern during his presidency, citing his age and alleged reliance on staff to execute policies. Trump threatened that Biden could face perjury charges if he denies the claims.
The autopen has been used historically by U.S. presidents, including Thomas Jefferson, and even Trump himself during his first term. Experts note that using the device does not invalidate executive actions. A 2005 memo from the Office of Legal Counsel confirms that the president need not physically sign documents for them to take effect.
Biden has denied Trump’s allegations. In a June statement, he said: “I made the decisions during my presidency… Any suggestion that I didn’t is ridiculous and false.”
Legal and Political Implications
Legal analysts say Trump’s attempt to invalidate Biden’s orders is unconstitutional. The president has previously made similar claims regarding pardons issued by Biden, which were also dismissed by experts as lacking legal merit.
Concerns about presidential age have accompanied both Biden and Trump. Biden, now 82, recently revealed he has advanced prostate cancer and is undergoing radiation therapy. Trump, nearing the same age during his second term, has faced scrutiny over signs of fatigue and limited public appearances.
