Bihar CM Announces Creation of Three New Departments, MSME Directorate to Boost Youth Employment

Patna, Dec 5, 2025 — In a major move aimed at expanding employment opportunities for the youth, the Bihar government on Friday announced the creation of three new departments, along with a dedicated Directorate of Micro, Small, and Medium Enterprises (MSME) and the Bihar Marketing Promotion Corporation. The initiative is part of a broader strategy to generate skill-based and quality jobs for the state’s young population over the next five years.

New Departments and Their Objectives

The newly established departments include:

  1. Youth, Employment and Skill Development Department – Focused on training and skilling the youth to meet industry demands and improve employability.
  2. Higher Education Department – Aimed at enhancing the quality of learning, promoting research and innovation, developing technical and vocational education, and ensuring youth from all sections of society have access to employment-oriented education.
  3. Civil Aviation Department – To accelerate the development of the aviation sector in Bihar, facilitate airport construction, and create new industrial and employment opportunities under the UDAN scheme.

Announcing the decision on X (formerly Twitter), Chief Minister Nitish Kumar stated, “We have set a target to provide jobs to one crore youth in the next five years. For this, it’s essential that more youth be trained for skill development. The creation of these departments is a step toward achieving that goal.”

Focus on MSME and Marketing Promotion

Alongside the new departments, a directorate for micro, small, and medium enterprises (MSMEs) will be established to strengthen local entrepreneurship and industrial activity. The Bihar Marketing Promotion Corporation will also be set up to improve the availability, quality, and distribution of products across sectors such as agriculture, animal husbandry, horticulture, food processing, handicrafts, rural industries, and small and cottage industries.

Kumar emphasized that these initiatives would create significant employment opportunities for youth while boosting the state’s industrial and commercial ecosystem. “The creation of the directorate of Bihar Marketing Promotion Corporation will strengthen the availability, quality, and distribution system of products… Employment opportunities will be available for a large number of youth,” he noted.

Mega Skill Centres and District-Level Training

As part of the skill development initiative, mega skill centres will be established in every district to provide targeted training aligned with industry requirements. These centres will serve as hubs for vocational training, technical education, and skill-building programs, thereby enabling young people to acquire marketable skills and enhance their employability.

Civil Aviation Expansion

Bihar has ambitious plans to expand its civil aviation infrastructure. Several new airports are under construction, and additional projects are planned under the UDAN regional connectivity scheme. The creation of a dedicated Civil Aviation Department will not only facilitate these projects but also improve the overall industrial environment, encourage investment, and provide new avenues for employment in the aviation sector and allied industries.

Higher Education Reforms

The establishment of a separate Higher Education Department aims to bring qualitative improvements to learning across universities and colleges in Bihar. It will also promote research and innovation, develop technical and vocational education, and ensure that students from all backgrounds have access to high-quality, employment-oriented education.

Vision for Youth Employment

The overarching vision of these reforms is to provide meaningful employment opportunities to Bihar’s youth, with a goal of reaching one crore jobs within five years. By integrating skill development, higher education reform, industrial promotion, and entrepreneurship support, the state government seeks to create a holistic ecosystem for youth empowerment and economic growth.

Chief Minister Nitish Kumar concluded that these steps are part of a long-term strategy to strengthen the state’s economy, increase industrial output, and improve the livelihoods of Bihar’s youth, positioning the state as a hub for skilled labor, entrepreneurship, and industrial development.
