Goa Police Issue Look Out Circular Against Two More Owners of Nightclub Where Fire Claimed 25 Lives

Panaji, December 9, 2025 — Goa Police have issued a Look Out Circular (LOC) against two additional owners of the fire-ravaged nightclub Birch by Romeo Lane, Ajay Gupta and Surinder Kumar Khosla, the latter a British citizen, following the tragic blaze that claimed 25 lives on Saturday night.

The move comes hours after the nightclub’s primary owners, Saurabh and Gaurav Luthra, fled to Thailand. Deputy Inspector General of Police Varsha Sharma, addressing the media at Anjuna police station in North Goa, confirmed that Gupta and Khosla co-own the nightclub along with the Luthra brothers.

“Khosla is a British citizen,” Sharma said, adding that the Goa Police are seeking Interpol’s assistance to bring back Saurabh and Gaurav Luthra, who are currently in Phuket. “All attempts are being made to get them back to India,” she said, noting that the brothers were not present in Goa at the time of the fire.

Sharma further announced that two senior Goa government officials, former Director of Panchayat Siddhi Halarnkar and former Goa State Pollution Control Board Member Secretary Shamila Monteiro, have been asked to join the ongoing investigation.

To date, police have arrested five individuals connected to the nightclub’s operations: chief general manager Rajiv Modak, general manager Vivek Singh, bar manager Rajiv Singhania, gate manager Riyanshu Thakur, and Bharat Kohli, an associate overseeing several of the Luthras’ restaurant operations.

The investigation continues into possible violations of fire safety norms, licensing irregularities, and other alleged illegalities in the nightclub chain, as authorities work to hold all responsible parties accountable.
