Right of Reply: Why State Police Is Nigeria’s Imperative Lifeline

Dr. Olukayode Ajulo defends President Bola Ahmed Tinubu’s call for state police against criticisms by Professor Chidi Odinkalu, arguing that decentralised policing is essential for Nigeria’s security. Ajulo contends that the Nigeria Police Force (NPF) is overstretched, under-resourced, and structurally unable to meet the country’s growing security demands. Between July 2023 and June 2024, Nigeria recorded 7,568 abductions, highlighting the urgent need for reform.

Citing the South-West Security Network, Operation Amotekun, Ajulo presents a practical example of how state-level policing can function transparently and effectively. Established in 2020 and legally codified, Amotekun has improved security in the South-West through local intelligence, border patrols, and community engagement. In 2025, kidnappings in Ondo and Osun dropped by nearly 70% despite limited resources, demonstrating the effectiveness of decentralised, accountable policing.

Ajulo rejects historical comparisons invoked by critics, such as the Native Authority Police or vigilante groups like the Bakassi Boys, noting that these were either colonial relics or ad-hoc militias lacking legal oversight. In contrast, Amotekun operates under state law, judicial supervision, and civil society oversight.

He emphasizes that decentralised policing does not threaten national cohesion but strengthens it, as federal standards and inter-state coordination ensure accountability. Given Nigeria’s diverse security challenges—from herder–farmer conflicts in the North to cultism and kidnapping in other regions—a centralised force alone cannot respond effectively. State police, properly structured and monitored, is essential for tailored, community-driven solutions.

Ajulo concludes that President Tinubu’s call for legislative review to allow state police is a pragmatic and constitutional step, offering a tested model in Amotekun as proof that decentralised policing can safeguard communities and reinforce national security.
