
President Bola Tinubu has formally requested the National Assembly’s permission to present the 2026 Appropriation Bill, seeking a slot at 12:00 noon on Friday, December 19, 2025.
The request was conveyed in a letter read on the floor of the House of Representatives by Speaker Abbas Tajudeen, notifying lawmakers of the President’s intended appearance before a joint session. The letter stated:
“I write to crave the kind indulgence of the House of Representatives to grant me the slot of 12:00 noon on Friday, December 19, 2025, to formally present the 2026 budget to a joint session of the National Assembly.”
The presentation comes as the House deliberates on the 2026–2028 Medium-Term Expenditure Framework and Fiscal Strategy Paper (FSP), which outlines a proposed budget size of N54.46 trillion and projected retained revenue of N34.33 trillion.
According to the framework, new borrowings—both domestic and foreign—are estimated at N17.88 trillion, while debt service obligations are projected at N15.52 trillion.
Other key allocations include:
- Pensions, gratuities, and retirees’ benefits: N1.376 trillion
- Fiscal deficit: N20.13 trillion
- Capital expenditure: N20.13 trillion (excluding transfers and statutory disbursements of N3.15 trillion)
- Sinking Fund: N388.54 billion
- Total recurrent (non-debt) expenditure: N15.265 trillion
- Special interventions: N200 billion (recurrent) and N14 billion (capital)
The 2026 budget reflects the government’s plans to balance public investment, debt obligations, and fiscal sustainability while accommodating strategic interventions across sectors.
