Arunachal Pradesh Deputy Chief Minister Chowna Mein on Friday described the Public Investment Board’s (PIB) approval of the 1,720 MW Kamala hydroelectric project as a landmark step for both the state and India’s clean energy transition.
The project, to be implemented jointly by NHPC and the Arunachal Pradesh government, is expected to generate around 6,869.92 million units of green energy annually, significantly strengthening India’s renewable energy capacity and contributing to the country’s Net Zero target of 2070.
Calling the approval a “major milestone,” Mein said the project underlines India’s commitment to sustainable development and energy security. “This landmark project will contribute meaningfully to India’s energy transition and the Net Zero target of 2070,” he said in a social media post.
Beyond power generation, the Kamala project includes a flood moderation component, which Mein said would provide critical relief to the flood-prone Brahmaputra Valley, enhancing climate resilience and disaster management in the region.
“The Kamala hydroelectric project reflects our collective commitment to sustainable development, energy security, and inclusive growth in Arunachal Pradesh,” the deputy chief minister said, thanking the Centre, NHPC, and all stakeholders for their support.
The Public Investment Board has approved an expenditure of ₹26,069.50 crore for the project. Designed as a storage-based hydroelectric scheme, it will be built on the Kamala River across the Kamle, Kra Daadi, and Kurung Kumey districts.
The project involves construction of a 216-metre-high concrete gravity dam and an underground powerhouse, with a scheduled completion timeline of eight years. Financing will follow a 70:30 debt-equity ratio, backed by central government grants for enabling infrastructure and flood moderation, along with 100% SGST reimbursement by the Arunachal Pradesh government.
Key benefits include 12% free power for the state, estimated to generate around ₹486 crore annually, and a contribution of ₹40 crore per year to the local area development fund.
