
Cross River State Governor Bassey Otu on Tuesday presented a N780.6 billion budget, dubbed the “Budget of Inclusive Growth”, for the 2026 fiscal year to the State House of Assembly.
Otu said the proposal consolidates the gains of his administration’s “People First” philosophy and reflects a renewed commitment to the development and prosperity of the state.
He explained that the 2026 fiscal plan followed wide consultations with civil society, private sector stakeholders, and the general public, noting that the N780.6 billion budget represents a 17% increase from the 2025 budget.
According to the governor, the budget comprises:
- N519.6 billion for capital expenditure
- N260.9 billion for recurrent expenditure
Sectoral allocations include:
- N421 billion for the economic sector
- N163 billion for social services
- N164 billion for administration
- N28 billion for justice
- N3.6 billion for regional development
“This budget is designed to strengthen our revenue base, drive human capital growth, and secure a prosperous and resilient Cross River State,” Otu said.
Reflecting on the 2025 budget, Otu said the “Budget of Sustainable Growth” was revised from N538 billion to N642 billion following improved revenue performance. He emphasized transparency and accountability, noting that no extra kobo could be spent without legal appropriation.
The N104 billion supplementary budget addressed urgent road repairs, rural electrification, and funding for maternal and neonatal health initiatives.
Otu described the 2025 budget performance as one of the best in Nigeria, citing a 95% immunization coverage as evidence of effective governance and proper budget utilization.
Key achievements include road projects such as the Adiabo–Ikoneto Road, Esuk Utan–Depot dualisation, and the Yahe–Ebo–Wanakom–Wanikade axis, reflecting tangible gains from the 2025 budget.
The governor also highlighted progress in the energy and health sectors, including the installation of solar streetlights and mini-grids powering rural communities. He confirmed the renovation of health centres across all three senatorial districts and the near completion of the General Hospital at Ikom.
