NCSCN Clears NCC of Federal Character Breach in Promotions

The National Civil Society Council of Nigeria (NCSCN) has intervened in the controversy over the 2025 staff promotion exercise at the Nigerian Communications Commission (NCC), asserting that there was no victimisation or breach of federal character in the process.

In a statement by Executive Director Blessing Akinlosotu, the Council urged aggrieved staff to use internal mechanisms for redress instead of launching public campaigns that could damage the Commission’s reputation.

The NCSCN’s independent inquiry found:

  • The promotion exams were open to all eligible staff, with no exclusions.
  • Interview panels were drawn from all six geopolitical zones and included external observers and FCC representatives.
  • Promotion outcomes aligned with NCC’s vacancy structure and manpower plan.
  • Some qualified staff could not be promoted due to limited positions, not deliberate marginalisation.

The Council acknowledged administrative challenges, such as scheduling exams during religious fasting periods and long working hours, but described these as logistical lapses rather than intentional wrongdoing.

Akinlosotu called on staff to engage in dialogue, encouraged NCC management to exercise forgiveness, and urged the media to verify facts before publication to avoid unnecessary sensationalism.

“The media carries the potency to either build or destroy an institution. We must all exercise caution and self-restraint in reporting sensitive issues,” she stated.

The NCSCN emphasized that the promotion process followed clear, objective, and transparent criteria, and advised that the matter should now be laid to rest.
