The Social Security Administration (SSA) is reducing its workforce by 12%, eliminating approximately 7,000 jobs. This decision has raised concerns about significant delays in benefits for retirees and other Social Security recipients.
SSA Workforce Reduction: What’s Happening?
The Department of Government Efficiency (DOGE), established under the Trump administration, is leading the charge against government waste and fraud. Amy Gleason serves as the acting administrator, while billionaire Elon Musk plays an unofficial but influential role in the initiative.
As part of broader cost-cutting measures aligned with recent White House executive orders, the SSA is downsizing from 57,000 to 50,000 employees. The agency has also shut down its Office of Civil Rights and Equal Opportunities, further fueling public concern over the potential impacts on essential services.
Concerns Over Social Security, Medicare, and Medicaid
With these reductions, many Americans worry about potential cuts to critical programs such as Social Security, Medicare, and Medicaid. The DOGE task force has already targeted several other federal agencies, including the United States Agency for International Development (USAID), the U.S. Department of Housing and Urban Development (HUD), and the Department of Education.
Nearly 69 million Americans rely on Social Security benefits, including retirees, veterans, and individuals with disabilities. A recent AP-NORC poll found that two-thirds of Americans believe the U.S. is underfunding Social Security. Without intervention, the Social Security trust fund is projected to run short by 2033, at which point it could only cover 79% of benefits.
Major Changes at SSA
The SSA’s previous acting commissioner, Michelle King, was removed after disputes with DOGE over access to Social Security records. She was replaced by Leland Dudek, a former mid-level SSA employee who had been on administrative leave for assisting DOGE initiatives.
In a press release, the SSA announced plans to streamline operations by reducing its regional structure from 10 offices to four. The agency is offering early retirement and voluntary separation incentives to employees, but some job cuts will likely be through layoffs. Shutting down the Office of Civil Rights and Equal Opportunities alone has put 140 workers on administrative leave.
Elon Musk’s Push to Eliminate Social Security Fraud
Musk has emphasized his goal of reducing fraud in the SSA system, citing instances of people in the database listed as being over 150 years old. However, a 2023 SSA Office of the Inspector General report stated that while 18.9 million Social Security number holders were over 100 years old with no recorded death date, nearly none were still receiving benefits.
Additionally, the Trump administration aims to recover overpayments, planning to withhold 100% of benefits from overpaid recipients until their debt is repaid. Previously, SSA withheld only 10% for overpayments.

Rich Couture, spokesperson for the American Federation of Government Employees’ Social Security General Committee, told CNN:
“We’re at a 50-year staffing low, and we’re serving the highest number of beneficiaries we’ve ever had in the history of this agency. All of this will adversely undermine the ability of SSA to fulfill its responsibilities to the American people for the provision of Social Security benefits.”

Nancy Altman, president of Social Security Works, stated:
“Contrary to what Elon Musk and his acolytes may believe, AI chatbots are no substitute for in-person service from a human being. Americans apply for Social Security benefits at the most vulnerable times of their lives. Moreover, many people who seek information may have trouble articulating or even knowing what questions they need to ask.”
Millions of Americans Affected by SSA Workforce Cuts
The SSA operates 1,200 field offices nationwide, with an average of 170,000 in-person visits and 250,000 calls daily. As workforce reductions take effect, retirees and other beneficiaries can expect longer wait times and more difficulty accessing services.
