NSA Shakeup Draws Criticism from Lawmakers Concerned About U.S. Cybersecurity
WASHINGTON, D.C. – In a controversial move, the Trump administration has fired Gen. Timothy Haugh, the director of the National Security Agency (NSA) and head of U.S. Cyber Command, sparking backlash from top congressional Democrats who warn the decision could weaken national cybersecurity defenses.
The White House and NSA have not commented publicly on the sudden removal of Haugh, a highly respected Air Force general with over 30 years of service. Haugh was appointed by President Joe Biden in February 2024 and was among the few Biden-era officials still in key intelligence roles under President Donald Trump.

Senate Intelligence Committee Vice Chairman Mark Warner (D-VA) criticized the decision, calling it reckless during a time of escalating cyber threats from foreign adversaries such as China.
“Firing General Haugh after the Salt Typhoon cyberattack from China sends the wrong message,” Warner said. “At a time when our nation is under digital siege, removing a seasoned, nonpartisan leader makes us less secure.”
Warner also questioned why Trump acted against Haugh while failing to address the recent leak of classified Yemen war plans, reportedly shared via the Signal messaging app by a member of the national security team.
Congress Demands Answers
Rep. Jim Himes (D-CT), the top Democrat on the House Intelligence Committee, said he was “deeply disturbed” by Haugh’s ouster and called for an immediate explanation from the Trump administration.
“General Haugh has always prioritized national security and adhered to the rule of law,” Himes said. “Sadly, that may be exactly why he was fired.”
Leadership Changes at the NSA
According to reports from The Washington Post, the NSA’s civilian deputy director Wendy Noble was also removed and reassigned within the Department of Defense. Taking over as acting NSA director is Lt. Gen. William J. Hartman, with Sheila Thomas, the agency’s former executive director, serving as his deputy.
The leadership overhaul follows a recent visit to NSA headquarters by tech billionaire Elon Musk, who now heads Trump’s Department of Government Efficiency. Musk has played a growing advisory role in reshaping key agencies under the Trump administration.

Hailing from Hughesville, Pennsylvania, Haugh has led at every level in the Air Force and served as deputy commander of Joint Task Force Ares, a cyber operation targeting terrorist networks such as ISIS. As NSA director, he spearheaded both defensive and offensive cyber operations to protect U.S. infrastructure and retaliate against foreign cyberattacks.
Despite being less publicly known than the CIA or FBI, the NSA is a critical intelligence agency specializing in signals intelligence and cybersecurity across the globe.
