FCTA to Begin Enforcement on Land-Related Payments from Nov 26, 2025

The Federal Capital Territory Administration (FCTA) has announced that starting Wednesday, November 26, 2025, it will commence enforcement actions against defaulters of Ground Rent, Land Use Change/Conversion fees, as well as Right of Occupancy (R-of-O) and Certificate of Occupancy (C-of-O) bills.

Lere Olayinka, Senior Special Assistant to the FCT Minister on Public Communications and Social Media, disclosed that previous grace periods for payments have long expired. Following a Presidential intervention earlier this year, defaulters were given 14 days to settle outstanding Ground Rent, which expired on June 9, 2025.

Similarly, a 14-day grace period for payment of penalties on land use and conversion in key districts including Asokoro, Maitama, Garki, and Wuse will end on Monday, November 24, 2025.

The FCTA also warned that enforcement will extend to individuals who purchased properties but have not registered ownership, including obtaining the Minister’s Consent and registering their Deeds of Assignment.

Olayinka emphasized that the enforcement aims to ensure compliance with statutory land regulations and proper registration of property ownership across the Federal Capital Territory.
