U.S. Urges Sudanese Warring Parties to Accept Ceasefire Without Preconditions

The United States has called on Sudan’s opposing forces to adopt a comprehensive ceasefire plan without demanding any preconditions, amid continued reports of atrocities and instability in the country.

Massad Boulos, U.S. senior advisor for Arab and African affairs, presented the plan to the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) but confirmed that neither side had formally accepted it. Speaking at a press conference in Abu Dhabi on Tuesday, Boulos emphasized the need for both factions to agree to the original terms of the truce.

“We would like them to accept the specific text that was presented to them,” Boulos said, stressing that a durable ceasefire is essential to reduce further civilian harm.

Recent Developments on the Ground

The RSF, led by Mohamed Hamdan Dagalo, also known as Hemedti, announced a unilateral three-month humanitarian truce. However, ongoing clashes in regions like Darfur and Kordofan have raised doubts about whether either faction will maintain a full ceasefire.

Sudanese army commander Abdel Fattah al-Burhan criticized the U.S. proposal as the “worst” since the start of the civil war in April 2023. He claimed the plan, developed by a group of mediators known as the “Quad” — which includes the U.S., Egypt, Saudi Arabia, and the UAE — unfairly benefits the RSF and undermines the army.

Role of the UAE and International Reactions

The United Arab Emirates has repeatedly faced accusations of supporting the RSF with military and financial aid, claims it denies. Anwar Gargash, diplomatic adviser to the UAE president, confirmed that his country supports international efforts to resolve the conflict and condemned atrocities committed by both the SAF and RSF.

Continued Reports of Atrocities

Human rights organizations continue to document serious violations. Amnesty International reported that RSF fighters have committed war crimes in El-Fasher, highlighting ongoing attacks on civilians. The Sudan Doctors Network also reported that the RSF and South Sudan’s SPLM attacked the al-Zallataya Mine in South Kordofan, abducting over 150 men and children. The NGO described the incident as a blatant violation of the RSF’s declared truce and a breach of international humanitarian law.

Call for Immediate Action

Boulos reiterated that the ceasefire announcement by the RSF is a step in the right direction but emphasized that both sides must fully implement the agreement for lasting stability. He warned that continued external support for armed groups could prolong violence and hinder peace efforts.

The U.S. and international partners continue to push for uninterrupted humanitarian access, protection of civilians, and a coordinated effort to resolve Sudan’s ongoing civil conflict.
