Seamfix Partners with PAPSS to Strengthen Cross-Border Payment Integrity in Africa

Seamfix has joined forces with the Pan-African Payment and Settlement System (PAPSS), operated by Afreximbank, to enhance trust, compliance, and governance in real-time cross-border payments across Africa.

The collaboration will deploy PGATE, Seamfix’s compliance and transaction-governance platform, to improve oversight of payments processed through the PAPSS network. The platform integrates identity verification, payment behaviour monitoring, and regulatory checks into a single workflow, giving central banks, commercial banks, and other financial institutions greater visibility over transactions without slowing settlement times.

“Payments move fast in Africa, but trust must move with them. This partnership helps banks and regulators see what they need to see, at the moment they need to see it, without getting in the way of the transaction,” said Chimezie Emewulu, Group CEO of Seamfix.

Under the partnership, PAPSS will drive adoption of PGATE among its network of central and commercial banks, while Seamfix will build, operate, and maintain the system under a vendor-financed model.

PGATE leverages Seamfix’s Fixiam identity engine to link customer identities, detect fragmented transactions, and flag suspicious patterns. The platform also offers pre-transaction screening, quota governance, consent management, and auditable trails for regulatory review.

The initiative aligns with PAPSS’s broader mandate under the African Continental Free Trade Area (AfCFTA), supporting the simplification of cross-border payments and reducing reliance on costly currency conversions and delays.

Both organisations confirmed that joint stakeholder sessions will commence shortly, ahead of a proof-of-concept with selected central and commercial banks.
