
The Office of the National Security Adviser (ONSA) has acknowledged providing arms to vigilante groups to support security agencies in combating terrorism, banditry, and criminal activities, particularly in hard-to-reach areas.
In a statement, Mr. Abu Michael, Head of Strategic Communications at the National Counter Terrorism Centre (NCTC), ONSA, explained that the operations are conducted under Part III, Sections 4–6 of the Terrorism Prevention and Prohibition Act, 2022. He emphasized that the NCTC continues to coordinate and support law enforcement and intelligence agencies across Nigeria.
Michael clarified the report following the recovery of a rifle in Kwara State allegedly linked to ONSA. He said media coverage misrepresented the situation and stressed that hybrid operations—combining regular security forces with trained civilian auxiliaries such as hunters and vigilantes—are lawful and strategically deployed in difficult terrains.
“The situation in Kwara State mirrors operations in other regions, such as the North East with the Civilian Joint Task Force (CJTF), and is part of the National Counter Terrorism Strategy (NACTEST),” Michael said. He added that all hybrid personnel undergo vetting by authorized security agencies, and no socio-cultural groups are independently armed by the federal government.
He urged the media to exercise caution, protect sensitive information, and rely on official spokespersons for clarification. The NCTC reaffirmed its commitment to stakeholder engagement and transparency in Nigeria’s counter-terrorism efforts.
