Bihar Deputy CM Launches Online Portal to Track Crime and Criminals, Strengthens Policing Measures

Patna, December 6, 2025: Bihar Deputy Chief Minister Samrat Choudhary, who also holds the Home portfolio, on Saturday launched the Crime and Criminal Tracking Network and Systems (CCTNS) portal in the state. The initiative aims to improve online police services, enhance public-police coordination, and make policing more transparent and efficient through e-governance.

CCTNS Portal: Streamlining Policing in Bihar

During a departmental review meeting with senior police officials at the Bihar Police Headquarters, Choudhary highlighted that the portal would reduce the need for repeated visits to police stations by citizens. “This portal will establish better coordination between the police and the public,” he said. The platform marks a significant step towards making law enforcement more accessible and citizen-friendly by leveraging technology.

The portal is expected to provide a centralized database of crimes and criminals, enabling police officers to track criminal records, investigate cases more efficiently, and respond promptly to public complaints. The CCTNS system is part of the central government’s e-governance initiative but has been customized for the specific needs of Bihar to improve operational efficiency and accountability.

Directives to Strengthen Law and Order

Alongside the launch, Deputy Chief Minister Choudhary issued several directives aimed at improving law-and-order across the state:

  • Illegal Mining Crackdown: Authorities have been instructed to expedite the seizure of vehicles used in illegal mining activities and ensure their auction within 15 days. Criminal cases are to be registered against those involved in illicit mining operations.
  • Preventing Exam Paper Leaks: A special team will be formed to curb question paper leaks during examinations. Immediate action is to be taken against the accused, including confiscation of properties linked to the crime.
  • Cybercrime Measures: Choudhary emphasized enhanced coordination with central agencies for swift action against cybercriminals. Awareness campaigns about cybercrime busts will be widely advertised to build public trust in the police. Additionally, cyber awareness programs will be conducted in schools and colleges, with a special focus on girls and women.
  • Emergency Response: Officials have been directed to ensure response times of 8–10 minutes for emergency services via Dial-112, and to increase two-wheeler police patrols near educational institutions to improve the safety of students and women.
  • Organized Crime and Prison Reforms: Strong action against organized crime has been mandated. Prison administration improvements were also highlighted, including better quality fooda complete ban on the entry of illegal materials, and installation of CCTV cameras in all wards to ensure prisoner security and monitoring.
  • Filling Vacant Posts: Choudhary instructed senior officers to urgently coordinate with the General Administration Department to fill vacant technical and professional positions in the Home Department, ensuring more effective governance and enforcement.

Abhay Brigade: Dedicated Women’s Safety Unit

A day before the portal launch, the Bihar government announced the formation of the Abhay Brigade, a special unit tasked with preventing harassment and ensuring the safety of women. This unit will be active in schools, colleges, market areas, and other sensitive locations, further reinforcing the state’s focus on citizen security.

Vision for Technology-Driven Policing

The launch of the CCTNS portal and the accompanying directives signify a shift towards technology-driven, accountable policing in Bihar. By integrating data on crimes and criminals and enhancing public access to police services, the government aims to build trust between citizens and law enforcement while accelerating investigationsand improving safety standards across the state.

Choudhary’s initiatives reflect a comprehensive approach: combining digital tools, proactive law enforcement, crime prevention measures, and women’s safety initiatives to make Bihar a safer and more secure state for all residents.

The CCTNS portal, along with the Abhay Brigade and strengthened cybercrime measures, is expected to transform policing in Bihar, setting a benchmark for other states in efficient, transparent, and citizen-centric law enforcement.
