Bill to Establish National Recycling Agency Passes Second Reading in House of Reps

A bill aimed at creating the Nigerian Recycling Regulatory Agency (NRRA) has passed its second reading in the House of Representatives, marking a significant step towards formalizing the country’s waste management and recycling sector.

The proposed legislation, sponsored by Hon. Fuad Kayode Laguda, representing Surulere 1 Federal Constituency, seeks to centralize the oversight of recycling businesses through licensing, registration, and supervision.

In his lead debate, Hon. Laguda highlighted the critical regulatory gap the bill is designed to fill. “Currently, Nigeria lacks a national body responsible for regulating the business practices and operations of recycling companies, despite their critical role in job creation, economic growth, and environmental sustainability,” he stated.

The lawmaker outlined the proposed agency’s core functions, which would include:

  • Developing operational standards and safety codes for the industry.
  • Issuing business permits and licenses to recycling ventures.
  • Formulating policies to ensure ethical practices, compliance, and fair competition.

According to Laguda, the establishment of the NRRA would not only streamline the sector but also stimulate its growth. He argued that a clear regulatory framework would enhance business performance, attract investment, and promote nationwide eco-friendly innovation.

The initiative aligns with the Federal Government’s commitment to achieving United Nations Sustainable Development Goal 11, which focuses on creating sustainable cities and communities.

With the second reading secured, the bill has now been referred to the House Committee on Environment for further legislative action, which will include a detailed review and a public hearing.
