New Delhi: The Union government has sanctioned 1.11 crore houses under two schemes of the Pradhan Mantri Awas Yojana (PMAY), with 95.54 lakh houses already completed and handed over to beneficiaries, Union Housing Minister Manohar Lal informed the Rajya Sabha on Monday.
The minister said that, according to a 2020 slum survey, 6.5 crore people (1.39 crore households) were living in slums across India. Under both PMAY schemes, 1.10 crore houses have been grounded, and nearly all—95.54 lakh—have been completed and delivered to beneficiaries.
State Role in Slum Rehabilitation
Manohar Lal highlighted that land and colonisation are state subjects, and slum rehabilitation or relocation policies rest with the respective States/Union Territories. Hence, the Ministry of Housing and Urban Affairs (MoHUA) does not maintain nationwide data on slum rehabilitation.
For Delhi, slum rehabilitation and demolitions are managed by agencies like the Delhi Development Authority (DDA)and Delhi Urban Shelter Improvement Board (DUSIB) under applicable laws. DDA’s records show 5,158 householdswere part of rehabilitation/demolition programmes, of which 3,414 households were eligible for alternative rehabilitation with modern facilities.
PMAY-U and PMAY-U 2.0 ‘Housing for All’ Mission
The MoHUA provides central assistance under PMAY-U (since June 25, 2015) to support slum dwellers and other eligible urban families. Learning from the implementation of PMAY-U, the ministry launched PMAY-U 2.0 on September 1, 2024, to support 1 crore additional beneficiaries in urban areas.
PMAY-U 2.0 is implemented through four verticals:
- Beneficiary-Led Construction
- Affordable Housing in Partnership
- Affordable Rental Housing
- Interest Subsidy Scheme
A total of ₹2.05 lakh crore has been sanctioned as central assistance under PMAY-U and PMAY-U 2.0, of which ₹1.75 lakh crore has been released to States/UTs and ₹1.65 lakh crore utilized.
Specifically, ₹1,800 crore has been released under the In-Situ Slum Redevelopment vertical, ensuring direct benefits to slum dwellers. The minister emphasized that the central government supplements the efforts of States/UTs, helping achieve the ‘Housing for All’ goal in urban areas.
This marks a significant push towards urban housing, slum rehabilitation, and affordable housing solutions across India.
