
The Joint National Association of Persons with Disabilities (JONAPWD), Benue State, has accused Principal Special Assistant to the Governor on Special Needs, Mr. Anshe Bemshima, and Special Adviser on Women Affairs, Mrs. Scholastica Ben-Sor, of diverting and misappropriating ₦50 million meant for People with Disabilities (PWDs) in the state. The matter has been reported to the Economic and Financial Crimes Commission (EFCC).
Allegations
- The fund, pledged by Nigeria’s First Lady Oluremi Tinubu, was intended for 250 PWDs in the state, at ₦200,000 each, to recapitalize small businesses and support vulnerable citizens.
- Only 42 individuals reportedly received funds, and each received ₦150,000 instead of the intended ₦200,000.
- ₦50,000 was deducted from each beneficiary under the guise of “medical outreach,” despite banners showing the outreach as free.
- The remaining ₦40 million meant for other beneficiaries was allegedly unaccounted for.
- Officials reportedly allocated some of the slots to political associates: 30 names from JONAPWD, 10 from the APC Disability Support Forum, and 10 directly by Bemshima.
Witness Accounts
- Peter Iorkighir confirmed only 42 beneficiaries received funds, many receiving less than the prescribed amount.
- Joseph Chia and other beneficiaries corroborated that officials reduced disbursement amounts without explanation.
- Tersoo Pevkya Matthew and Victor (Blind Cluster member) reported that several PWDs were excluded entirely, despite being entitled to receive support.
- Alleged pattern of misconduct: Bemshima was reportedly involved in similar diversion of palliatives in 2024.
Demands
JONAPWD petitioned the EFCC, with copies to ICPC and DSS, requesting:
- Immediate investigation and arrest of Bemshima, Ben-Sor, and any complicit officials.
- Recovery of misappropriated funds and full payment of ₦200,000 to all 250 intended beneficiaries.
- Prosecution under relevant anti-corruption laws.
- Measures to prevent future exploitation of vulnerable citizens.
