FG Proposes N2.19 Trillion Service-Wide Vote in 2026 Budget

The Federal Government of Nigeria (FG) has earmarked N2.19 trillion under the Service-Wide Vote in the 2026 Appropriation Bill, a central fund designed to meet obligations spanning multiple ministries, departments, and agencies (MDAs).

The allocation will cover critical areas including salary arrears, security operations, social welfare programs, health initiatives, and international commitments—especially obligations that cannot be efficiently handled by individual MDAs.

Wage and Salary Allocations

  • N845.28 billion for minimum wage arrears.
  • N150 billion for promotion-related salary backlogs.
  • N17.31 billion for group life insurance for federal personnel, including NYSC members.
  • N12.42 billion for insurance of sensitive government assets.
  • N4.27 billion for death benefits of civil servants and N5 billion for police personnel.

Officials say these provisions aim to stabilize the workforce and restore confidence in public service compensation.

Security and National Operations

  • Military operations: N100 billion, including Operation Lafiya Dole.
  • Police operations: N50 billion.
  • DSS special operations: N30 billion.
  • NSCDC special operations: N15 billion.
  • Presidential Amnesty Programme: N115 billion for ex-militant reintegration.
  • National Poverty Reduction & Growth Strategy: N100 billion for social programs.

Social Protection and Health Programs

  • NSIP (National Social Investment Programme): N200 billion.
  • Home-Grown School Feeding Programme: N100 billion.
  • GAVI immunization programs: N250.96 billion.
  • Malaria vaccination for infants: N12.55 billion.
  • Women’s Health Transformation Initiative: N1.54 billion.

These allocations aim to safeguard maternal and child health, particularly in vulnerable communities.

Other Notable Allocations

  • Electricity bill arrears for MDAs: N15 billion.
  • Payroll monitoring (IPPIS): N1 billion.
  • Recurrent contingencies: N36 billion.
  • International contributions: N52.95 billion.
  • Health insurance for NYSC members: N5 billion.
  • Take-off grants for new MDAs: N41.12 billion.
  • Revenue monitoring and oversight: N5.78 billion.

The Service-Wide Vote forms part of the total Consolidated Revenue Fund charges, estimated at N3.57 trillion. Officials say this structure allows the government to meet unavoidable national obligations while maintaining fiscal discipline and oversight.

The allocations, especially for wage arrears, security, and social welfare, are expected to be closely scrutinized by lawmakers during the 2026 budget review.
