
In a recent high-level meeting of North Korea’s ruling party, leader Kim Jong Un lauded the performance of North Korean troops deployed in support of Russia’s ongoing war in Ukraine. According to North Korea’s state-run Korean Central News Agency (KCNA), Kim described the military’s involvement as a demonstration of the “prestige” and effectiveness of the North Korean army, calling it an “ever-victorious force and genuine protector of international justice.”
Kim Criticizes Officials While Praising Soldiers
During the three-day plenary session of the Workers’ Party of Korea (WPK), Kim Jong Un criticized certain government officials for displaying “wrong ideological viewpoints” and adopting “inactive and irresponsible work attitudes.” KCNA reported that Kim also pointed out “shortcomings and evil practices” among some party members, though specific details about these issues were not disclosed.
The North Korean leader emphasized that the military deployment alongside Russia represents the country’s commitment to showcasing the capabilities and reputation of the North Korean armed forces. Estimates from South Korean intelligence suggest that over 600 North Korean soldiers have been killed in Ukraine, with thousands more sustaining injuries. Despite these losses, Kim hailed the troops’ sacrifices as a symbol of his army’s strength and resilience.
“Over the past year, various soldiers of our military have participated in overseas military operations to demonstrate the reputation of our military,” KCNA quoted Kim as saying.
Modernizing North Korea’s Defenses
In addition to praising military operations abroad, Kim highlighted domestic efforts to modernize North Korea’s military defenses amid “global geopolitical and technological changes.” According to South Korea’s Yonhap news agency, Kim stressed that strengthening the country’s military capabilities is essential to ensuring national security and defending against external threats.
This meeting is viewed as a preparatory session leading up to the Ninth Party Congress, expected to take place in early 2026. Analysts anticipate that the congress will outline North Korea’s future policies on relations with the United States and South Korea, as well as new strategies regarding the economy and defense. Experts are closely monitoring whether Pyongyang will formally codify Kim’s “two hostile states” stance in party regulations, potentially signaling an escalation of tensions with Seoul.
Tensions With South Korea
Since taking office in June, South Korean President Lee Jae Myung has initiated steps to reduce border tensions, including removing propaganda loudspeakers and banning the distribution of anti-Pyongyang leaflets. President Lee has also reportedly considered issuing an apology for past provocations allegedly carried out under his predecessor, Yoon Suk-yeol. However, Kim Jong Un has rejected any attempts at dialogue, reiterating his disinterest in engaging with South Korea’s current leadership.
The ongoing military collaboration with Russia and Kim’s unwavering stance toward Seoul underscore North Korea’s commitment to maintaining a strong international presence while simultaneously consolidating domestic control over its party officials and military forces.

As North Korea gears up for its next party congress, global observers will be watching closely to see how Pyongyang balances international military involvement with internal governance reforms.
