Major Corruption Probe Into Former Zelenskyy Associate Rocks Ukraine Amid War

KYIV, Ukraine — Ukraine is facing one of its most significant wartime corruption scandals since Russia’s invasion, as investigators have raided the homes of top officials and a former business partner of President Volodymyr Zelenskyy in connection with a sprawling alleged corruption scheme in the energy sector. The investigation has implicated senior government figures and threatens to shake public confidence during a critical period of war.

The National Anti-Corruption Bureau of Ukraine (NABU) announced that the probe uncovered a “high-level” scheme involving Energoatom, the state-owned nuclear energy company. According to the bureau, contractors hired to fortify Ukraine’s energy infrastructure against Russian attacks paid kickbacks totaling approximately $100 million.

Tetiana Nikolaenko, deputy head of Ukraine’s public anti-corruption council under the Ministry of Defense, condemned the scheme. “Even while Russian missiles were striking energy facilities, these people saw fortifications only as a business opportunity for personal enrichment,” she said. She added that several ministers now “appear to be mere puppets of criminal elements,” highlighting the potential reach of the alleged network.


High-Profile Dismissals Amid Investigation

In the wake of the investigation, Justice Minister German Galushenko, who previously served as energy minister, was removed from his position. Galushenko publicly stated that he accepted the suspension as a “civilized and correct scenario” and vowed to defend himself legally. Ukraine’s Energy Minister Svitlana Hrynchuk also resigned, with parliament scheduled to vote on her dismissal on November 18.

Officials from Energoatom, including its vice president and senior department heads in finance, legal, and procurement, were dismissed as part of the sweeping purge. The move underscores the seriousness of the allegations and the government’s efforts to demonstrate accountability.


Tymur Mindich: Alleged Mastermind

Ukrainian media have identified one suspect as Tymur Mindich, a former close associate of President Zelenskyy and co-owner of his Kvartal 95 media production company. Mindich reportedly fled the country after NABU raided his residence, sparking speculation that he may have been tipped off. The FBI is also reportedly investigating him.

Prosecutors have indicated that Mindich and his network exploited connections with government officials to secure lucrative contracts and allegedly used illicit funds to construct luxury properties, including for his family and Deputy Prime Minister Oleksii Chernyshov, who already faces three criminal charges.


Political and Public Implications

While there is currently no evidence that Zelenskyy himself profited from the scheme, the scandal comes at a critical moment for his administration, raising questions about oversight and governance. The allegations have prompted calls from anti-corruption activists for the president to ensure that the investigation proceeds without interference.

Prominent campaigner Daria Kaleniuk warned that any moves to undermine NABU or the Specialized Anti-Corruption Prosecutors’ Office (SAPO) would signal that Zelenskyy is protecting friends rather than supporting justice and national interests.

The scandal also threatens to affect public morale amid the ongoing war with Russia, as the alleged corruption directly impacts Ukraine’s energy infrastructure, which has been repeatedly targeted by Russian attacks, causing rolling blackouts across the country.


Zelenskyy’s Response

President Zelenskyy expressed support for the ongoing investigations, stating in a nightly video address: “Everyone who has built corrupt schemes must face a clear procedural response. There must be convictions. And government officials must work together with NABU and law enforcement bodies in a way that delivers real results.”

The administration faces the dual challenge of maintaining focus on the war effort while addressing allegations that senior associates engaged in large-scale corruption, highlighting the delicate balance between governance, public trust, and national security.
