
Pyongyang, North Korea – December 26, 2025 – North Korean leader Kim Jong Un has ordered an increase in missile and artillery shell production and called for the construction of additional munitions factories to meet his military’s growing demand, state media reported Friday.
During visits to multiple munitions plants, Kim directed officials to prepare for a “busy year ahead”, emphasizing the importance of missile and shell production in bolstering North Korea’s war deterrent.
Nuclear-Powered Submarine Development
Kim’s visit followed a tour of a shipyard constructing a reported 8,700-ton nuclear-powered submarine capable of launching surface-to-air missiles. State media released images showing Kim inspecting the vessel, highlighting progress since March, when only lower sections had been publicly shown.
Analysts, including Hong Min of the Korea Institute for National Unification, noted that the submarine hull’s design indicates a nuclear reactor, with the vessel nearing readiness for deployment. Kim criticized South Korea’s plans to build nuclear-powered submarines, describing them as a regional security threat, particularly after a November summit between U.S. President Donald Trump and South Korean President Lee Jae Myung.
Missile Testing and Modernization
Kim Jong Un also oversaw test launches of high-altitude long-range anti-air missiles over the Sea of Japan. KCNA reported that the regime plans to unveil new modernization and production plans at the upcoming Korean Workers Party congress early next year. Analysts suggest North Korea aims to enhance precision-strike capabilities, signal power to the U.S. and South Korea, and prepare weapons systems potentially for export to Russia.
Growing North Korea-Russia Ties
Pyongyang’s relations with Moscow have strengthened since Russia’s invasion of Ukraine nearly four years ago. North Korea has supplied Russia with troops, missiles, artillery shells, and long-range rocket systems, while reportedly receiving financial support, military technology, and energy supplies in return. Washington has indicated that Moscow may also provide Pyongyang with advanced space and satellite technology.
Experts, including Ahn Chan-il, note that North Korea may seek advanced military technologies from Russia, including nuclear-powered submarines and fighter jets, to further strengthen its defense capabilities.
