Regularisation: Lagos Govt Issues Final Warning to Estate Developers Without Approval

The Lagos State Government has issued a final one-week warning to estate developers operating without approved layout plans, urging them to regularise their documents or face sanctions.

The warning was delivered during an on-the-spot sensitisation exercise along parts of the Eti-Osa corridor on Tuesday by Dr. Oluyinka Olumide, Commissioner for Physical Planning and Urban Development. He explained that the notice follows the expiration of an earlier grace period given to flagged estates.

“The government will no longer tolerate developments that compromise orderly and sustainable urban growth,” Olumide said.

The commissioner stressed that developers must obtain proper approvals before engaging in land subdivision, sales, or construction, noting that the affected estates had continued operations despite prior warnings.

After the one-week deadline, sanctions—including heavy fines or demolition—will be applied depending on the severity of the violations. Olumide also advised prospective homebuyers to verify the planning status of any estate before investing to avoid financial losses.

The enforcement team visited estates including Whiteoak Estate 2 and Elite Garden Estate, both behind Victoria Garden City (VGC).

Earlier, the government had identified 176 illegal estate developments, mainly across Eti-Osa, Ajah, Ibeju-Lekki, and Epe. Owners were previously given a 21-day ultimatum to process layout approvals.

The estates deemed illegal for lacking approvals include Adron Homes (Elerangbe), Aina Gold Estate (Okun-Folu), Diamond Estate (Eputu), Prime Water View Garden (Ikate Elegushi), and Royal View Estate (Ikota), among others.

Engr. Oluwole Sotire, Permanent Secretary, Office of Physical Planning, emphasised that the enforcement exercise aligns with the Ministry’s mandate to regulate estate development and promote orderly, functional, and sustainable urban growth under the T.H.E.M.E.S Plus Agenda.

He further urged all developers and real estate practitioners to register with the Lagos State Real Estate Regulatory Authority (LASRERA), responsible for regulating, coordinating, and monitoring professionals in the sector.
