
The Advocacy for Human Rights and Cultural Values for Development Initiative (AHRCVDI) has condemned an alleged attempt by allies of former Kano State Governor Dr. Abdullahi Umar Ganduje to create a parallel moral-policing group called “Hisba Independent Fisabilillahi.”
The group described the move as illegal, unconstitutional, and politically motivated, warning it could threaten public order, provoke clashes, and violate human rights. AHRCVDI emphasized that only the Kano State Hisbah Commission is legally authorized to operate.
Key concerns raised by the rights group:
- Threat to Public Order: Rival enforcement bodies could spark violence and confusion.
- Violation of the Rule of Law: The parallel group has no legal backing from the state government.
- Human Rights Risks: Unregulated vigilante operations risk arbitrary arrests and intimidation.
AHRCVDI called on Governor Abba Kabir Yusuf, the Nigerian Police Force, and the DSS to declare the faction illegal, halt its operations, arrest its promoters, and investigate funding sources. Kano residents were urged to remain law-abiding and recognize only the official state authority.
The group warned that allowing such structures sets a dangerous precedent, enabling political actors to form personal militias under religious guises, undermining democracy and citizen safety.
