Sanwo-Olu Launches Digital Physical Planning Platform to Transform Lagos Urban Development

The Governor of Lagos State, Babajide Sanwo-Olu, has officially launched the Electronic Physical Planning Process System (EPPPS), a digital platform aimed at modernizing land administration, urban planning, and infrastructure development across the state. The announcement was made in a statement by his Special Adviser on Media and Publicity, Gboyega Akosile.

Governor Sanwo-Olu described EPPPS as a response to Lagos’ rapid urban growth, emphasizing that the traditional paper-based planning system can no longer keep pace with the demands of a 21st-century megacity. Speaking at the launch in Victoria Island, he highlighted that the platform will digitize planning applications, reduce human interference, curb corruption, and provide accurate data for infrastructure planning, environmental monitoring, and safety regulation.

The governor further stated that EPPPS aligns with his administration’s THEMES+ Agenda, particularly in technology and innovation, building a modern economy, and improving governance and service delivery. “This system is a bold step toward our Smart City vision—where processes are seamless, services are accessible, and technology shapes everyday governance,” he said.

With over a thousand newly deployed computers and upgraded digital tools for planning officers, EPPPS is designed to simplify processes for developers and entrepreneurs, speed up project delivery, and ensure orderly and sustainable urban development. Sanwo-Olu also linked the initiative to President Tinubu’s Renewed Hope Initiative (RHI), underscoring its role in promoting transparency and citizen-focused service delivery.

Dr. Olajide Babatunde, Special Adviser on e-GIS and Urban Development, described the platform as the culmination of a visionary journey, eliminating long queues, backlogs, and inefficiencies within the Ministry of Physical Planning and Urban Development. He emphasized that EPPPS provides real-time, incorruptible information, strengthening professionalism and governance.

Singaporean partners from LagosNet, including Raymond Tan and Steven Chan, praised the system for streamlining planning processes, pointing to similar successful models in Singapore that saved the government billions. Local tech partner Adebola Adeyinka of Innovacore Technologies noted that while the project faced early skepticism, it has proven to be a credible platform with long-term value for Lagos’ economy and governance.

Governor Sanwo-Olu urged all stakeholders—developers, professionals, and the public—to embrace the platform, describing it as the future of Lagos planning, innovation, and sustainable urban development.
