Tamil Nadu Raj Bhavan Rejects Allegations of Delay in Assenting Assembly Bills

Chennai: The Tamil Nadu Raj Bhavan has dismissed claims that Governor R. N. Ravi caused delays in giving assent to Bills passed by the State Assembly, stating that 81 per cent of the Bills received up to October 31, 2025, have already been assented to. The statement comes in response to what the Raj Bhavan described as “unfounded and factually incorrect allegations” circulating in the public domain.

According to the official release, of the total Bills received by the Governor’s office, 95 have been approved within three months of submission. The remaining 13 per cent of Bills were reserved for the consideration of the President of India. The release clarified that a portion of these reservations was based on recommendations from the State Government itself. Bills that had been returned to the Assembly and subsequently passed again were assented to, while ten Bills were withheld, and the decisions were formally communicated to the Government.

The Raj Bhavan explained that certain Bills were reserved for the President’s consideration because they conflicted with the provisions of the University Grants Commission (UGC) regulations under central legislation and were thus deemed beyond the legislative competence of the State Assembly.

In its statement, the Raj Bhavan emphasised that Governor Ravi has examined each Bill carefully to uphold the rule of law and protect the interests of the people of Tamil Nadu. “The Governor has acted strictly in accordance with the provisions of the Constitution of India, performing his constitutional duties with utmost sincerity, transparency, and commitment, without political considerations and with complete fairness and diligence,” the release said.

The statement also highlighted the Governor’s continued support for initiatives that promote Tamil heritage, art, literature, and culture, reinforcing his commitment to the welfare of the State’s citizens within the framework of the Constitution.

This clarification comes amid growing debate over the perceived delay in legislative processes, particularly in matters where Bills intersect with central regulations. By providing official figures and context, the Raj Bhavan aims to address concerns about the functioning of the State’s legislative machinery and reaffirm that all actions have been in line with constitutional provisions.
