
President Donald Trump appeared to confirm on October 15–16, 2025, that he has authorized the CIA to carry out operations inside Venezuela, signaling a major escalation in U.S. efforts against drug trafficking and pressure on President Nicolás Maduro. While Trump emphasized the focus is on cartels and drug flows, he did not explicitly authorize removing Maduro from power, though aides are reportedly pushing for greater action, including potential regime change.
Trump cited two main reasons for the authorization:
- Alleged Venezuelan migrants entering the U.S. via emptied prisons.
- Increased drug trafficking from Venezuela, primarily via sea routes, with plans to target land routes as well.
Recent Military Actions
The U.S. has carried out at least five strikes on alleged drug-trafficking boats off Venezuela’s coast in recent months, reportedly killing around 27 people. Trump noted that the U.S. is monitoring these operations and intends to expand them if needed.
Trump also transmitted a notice to Congress asserting the U.S. is in an “armed conflict” with drug cartels designated as foreign terrorist organizations. Attempts by Democrats to pass a War Powers Resolution to limit the administration’s military actions were unsuccessful.
