Delhi Govt Announces ₹11,000 Crore Waiver on Water Bill Surcharge

New Delhi | October 14, 2025 — Chief minister Rekha Gupta on Tuesday announced that the Delhi government will waive ₹11,000 crore in late payment surcharge (LPSC) on pending domestic water bills — a move aimed at easing the financial burden on consumers and improving recovery for the Delhi Jal Board (DJB).


Full Waiver Till January 31

Gupta said households that clear their pending water bills by January 31, 2026 will receive a 100% waiver on LPSC.

“The government is waiving off ₹11,000 crore surcharge on water bills. The LPSC waiver will be 100% till January 31, 2026. After that, we will not extend this benefit,” the CM said at a press conference.

From February 1 to March 31, 2026, the waiver will be reduced to 70%, she added.


Conversion Fee Cut for Illegal Connections

The chief minister also announced a major reduction in fees for converting illegal water connections into legal ones.

  • For domestic connections, the conversion fee has been slashed from ₹25,000 to ₹1,000.
  • For non-domestic users, it has been reduced from ₹61,000 to ₹5,000.

Gupta noted that there are currently around 29 lakh unauthorised water connections in Delhi.


DJB Move to Boost Recovery

Last month, the Delhi Jal Board approved a similar amnesty proposal, waiving surcharges on domestic and government connections, which account for 90% of pending dues.

Following the DJB’s 174th board meeting, water minister Parvesh Verma described the decision as an “early Diwali gift” for residents. The waiver scheme will be available both online and offline, with special camps set up across residential colonies for on-the-spot bill settlements.

Officials said the initiative will help consumers clear inflated dues caused by compounding interest while enabling the DJB to recover long-pending arrears more effectively.
