Lucknow, Jan 12, 2026 — Uttar Pradesh Chief Minister Yogi Adityanath on Monday emphasized that true development is inclusive when technology is harnessed with compassion and governance is built on trust. Speaking at the Uttar Pradesh AI and Health Innovation Conference in Lucknow, he outlined the government’s vision of using artificial intelligence and digital tools to improve public welfare while keeping human needs at the center.
“AI is a facility for us, it will become an assistance for us, it will make our work easier, and give a new height to our approach,” Adityanath said. Stressing the human-centric approach, he added, “Any technology should be operated by humans. Humans should not be operated by it.”
The Chief Minister noted that connecting technology with ‘samvedna’ (compassion) and operating policies with ‘navaachaar’ (innovation), under a framework of public trust, ensures inclusive development and a secure future. He also highlighted the state government’s ambitious ₹2,000 crore Uttar Pradesh AI Mission (UP AIM), which will be implemented in phases over the next three years.
Technology Transforming Governance
Adityanath recalled the challenges faced by the state when his government assumed office in 2017. “Over the past 11 years, we have witnessed this transformation taking shape on the ground in a changing India. Eight years ago, the most frequent complaints we received from the public were about not receiving their rations. The Public Distribution System (PDS) was a frequent target of criticism at every level, from villages to districts,” he said.
To address these issues, the government conducted raids on 80,000 fair price shops, which revealed 30 lakh fake ration cards. These cards were being used to siphon off rations meant for poor and deprived families, which were later sold on the black market.
To curb such corruption and ensure transparency, the state installed electronic point-of-sale (e-POS) machines in all 80,000 shops. “We monitor them from the state level through digital screens. Today, the number of complaints is zero. Absolutely zero complaints,” the CM said, citing the PDS reform as an example of how technology can restore public trust and deliver services efficiently.
AI as a Tool for Inclusive Growth
Adityanath stressed that artificial intelligence is not an end in itself, but a means to make governance more effective, efficient, and compassionate. He highlighted that AI systems, when designed and deployed thoughtfully, can assist decision-making, streamline service delivery, and prevent leakages of resources meant for the needy.
“Technology can bring about change in personal lives, earn the trust of the government, and help implement the government’s vision on the ground. The example of ration distribution shows how technology, when combined with human oversight, can eliminate corruption and inefficiency,” he said.
The Chief Minister reiterated that AI initiatives in health, agriculture, education, and public administration are being scaled to ensure that benefits reach all sections of society. He emphasized that the government’s focus is not only on implementing cutting-edge technology but also on training human resources and creating awareness so that citizens can interact with these systems effectively.
Vision for UP AIM
The UP AI Mission aims to leverage AI for multiple sectors, including healthcare innovation, traffic management, education, and public service delivery. By integrating AI with compassionate governance, the state intends to strengthen public institutions, improve citizen satisfaction, and achieve greater inclusivity in development projects.
“Over the next three years, UP AIM will be implemented in a phased manner, ensuring that every sector, every department, and every citizen can experience the benefits of AI-driven innovation,” Adityanath said.
Building Trust Through Technology
The CM highlighted that the trust of the people is the foundation of governance, and technology can be an enabler for building that trust. From monitoring the PDS to real-time surveillance of public services, digital tools have helped reduce complaints and improve accountability.
He noted that beyond administrative reforms, AI can also enhance the quality of healthcare services, improve emergency response systems, and optimize traffic and public utilities, creating a more resilient and responsive governance framework.
“Technology without compassion is hollow. Compassion without technology is slow. When we combine both, we ensure that development reaches every citizen,” Adityanath said.
The conference also showcased innovations in AI for health, including predictive analytics for disease management, smart ambulance dispatch systems, and AI-assisted diagnostics. Officials emphasized that such initiatives will not only improve healthcare accessibility but also reduce mortality and morbidity, especially in rural areas.
A Model for Future Governance
UP’s approach, combining technology, innovation, and human-centric governance, is being cited as a model for other states. By integrating digital monitoring, AI applications, and transparent policy execution, the government aims to create a system where citizens are empowered, services are delivered efficiently, and corruption is minimized.
Concluding his remarks, the Chief Minister said, “Inclusive development is possible when technology is guided by empathy, policies are driven by innovation, and governance is anchored in trust. This is how Uttar Pradesh is moving towards a future that is secure, equitable, and progressive.”
