
The Attorney-General of the Federation (AGF) and Minister of Justice, Lateef Fagbemi, SAN, has formally nullified a police investigation led by CP Akin Fakorede against several Ghanaian businessmen in Abuja.
Following a comprehensive review, the AGF directed that no criminal prosecution should proceed against Sir Samuel Esson Jonah, Kojo Ansah Mensah, Victor Quainoo, and Abu Arome, Esq., ruling that no prima facie case of forgery or related offences exists. Consequently, the 26-count fraud and forgery charge announced by the police has been completely discontinued.
Fagbemi affirmed the findings of a 13-member Special Investigation Panel (SIP), which had previously investigated petitions regarding Jonah Capital Nigeria Limited and Houses for Africa Nigeria Limited, describing the police-led probe as misleading, legally defective, and an improper criminalization of a commercial dispute.
The AGF circular also criticized the public press conference by CP Fakorede and the former Force PRO, Muyiwa Adejobi, for prejudicial statements that exceeded police authority, including declarations about ownership of River Park Estate without judicial determination.
Additionally, Fagbemi instructed the Corporate Affairs Commission (CAC) to restore the ownership and shareholding of the companies affected by unilateral December 2025 alterations, following concerns raised by the Ghanaian government over harassment of its investors.
The circular noted unresolved allegations of violence and intimidation within River Park Estate linked to local actors, calling for proper investigation.
